Corporations are constantly pressuring corporations to relax environmental regulations if not eliminate them altogether.  This pressure is often supplemented by bribery--most commonly, the legal bribery known as compaign, contributions, which has turned so many politicians in the United States into spineless cirporate supplicants unwilling to bite the hands that feed them.
