UNEP headquartered in Nairobi?

Cultural evolution in a few thousand years has transformed Homo sapiens from an animal living in groups of a few hundred individuals at most, greatly subject to environmental vagaries, to a global community of billions dominating Earth's biosphere.  But the glacial pace of culturalchangeinissues of human relations has yeilded only a single truly global governance body, and that is none too powerful at that.  The United Nations and related itnernational entities have no commanding capacity for dealing with world-scale environmental problems. The US's environmental agency, the United Nations Prgoramme (UNEP), was established in Nairobi, Kenya, with the expectation that, being in such an out-of-the-way place, it couldn't be very effective--an expectation that has beeen largely fulfilled.
