Hybrid-electric cabs

New York City's taxi fleet is currently 1/2 hybrid-electric.  Mayor Bloomberg's plan to mandate the conversion of the entire fleet to hybrids was struck down by the U.S. supreme Court because city governments can't regulate emissions and efficiency--only Washington can.  Efforts are under way to revise the federal law on which the ruling was based, so local officials can enact laws to improve emissions and efficiency.
