Why not the U.S. ?

Every developed nation except the United States and Australia signed the Kyoto Protocal.  The Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) has been signed by 112 nations.  There are more than 150 international agreements (conventions, treaties, protocols, etc.) registered with the United Nations that deal directly with environmental problems.
