But for now, the United States is being left far behind.  Green jobs are not being generated fast enough because of the lack of a national clean energy policy and reluctance by banks to lend to renewable projects.  Public spending on preparedness and adaptation remain pitifully low.  As a leader at Germany's Deutsche Bank, referring to the United States, stated, "They're asleep at the wheel on climate change, asleep at the wheel on job growth, asleep at the wheel on this industrial revolution that is taking place in the energy industry."
