Regional governance is best

When one considers the European situation as a whole, it becomes apparent that an area as culturally and geographically diverse as Europe needs to be cared for by those who best understand the unique social, cultural and economic patterns that exist in each region.  This would rule out a distant centralised bureaucracy trying to manipulate events on a scale that renders such a task impossible even if the most sympathetic souls are in charge.  It points instead to regional, self-governing entities establishing themselves as the main administrative centres; bodies able to best nurture and care for the social and physical resource base of each region and answer to the needs of those who reside within this region.  A key criterion in establishing a largely peaceful and well balanced community is to keep the scale small.
