In short, the World Trade Organization rules are not designed to protect the environment.  In all but o­ne of the disputes that have been brought to the WTO trade panels, the rights of commerce have been upheld over the rights of the environment.  Further, WTO rules trump all international environmental standards in the context of the global economy.  It does not recognize, for example, the authority of Multilateral Environmental Agreements in trade matters.
