Legislators accept the argument that more research is needed before they will give greater protection to the resource at the expense of economic opportunity.

Part of the problem is that the ecological system needed by salmon cuts across boundaries of the sociopolitical system.  State and national boundaries are drawn and resources of the Columbia Basin were developed for purposes that did not take into account the needs of salmon and those staking their livelihoods o­n them.
